Wins - Minimum Lot Sizes
On Tuesday, May 6th, 2025, Pittsburgh City Council unanimously passed Minimum Lot Size reform. The bill, co-sponsored by Councilman Bobby Wilson, Councilperson Bob Charland, and Councilmember Barb Warwick, eliminates Minimum Lot Sizes per Unit in all residential zoning districts. This reform also reduces Minimum Lot Sizes in the High, Moderate, Low, and Very Low density zoning subdistricts and eliminates Minimum Lot Sizes in the Very-High density subdistricts.
Pro-Housing Pittsburgh has advocated and worked with council members to secure Minimum Lot Size reform. Last year, Pro-Housing Pittsburgh published our policy position advocating for minimum lot sizes. Members of Pro-Housing Pittsburgh met with Councilmember Barb Warwick’s office to advocate for including the Low and Very Low density subdistrict districts in the reduction of minimum lot sizes. Lastly, Pro-Housing Pittsburgh members spoke in favor of the bill at a Pittsburgh City Council public hearing on April 30th.With this bill passed, minimum lot sizes are now:
Very-Low Density Subdistrict: 6,000 s.f
Low Density Subdistrict: 3,000 s.f
Moderate Density Subdistrict: 2,400 s.f
High Density Subdistrict: 1,200 s.f
Very-High Density Subdistrict: 0 s.f
For the RM Very High Density Subdistrict, a height limit of 180ft has been added.
