Statement on Judge Valasek's order for Property Tax Reassessments

Recently, Judge Valasek ordered in Laun v Allegheny County that Allegheny County is to commence the reassessment process starting in July 2027, with countywide reassessments ready by June 30, 2032, and that reassessments must be performed every five years thereafter. Pro-Housing Pittsburgh, which has previously advocated for regular, frequent, fair reassessments using open source data and transparent methodology, applauds this decision.
We have been active in public hearings since 2024 calling for regular reassessments.
Last month, we released our report on Modernizing Property Tax Assessments in Allegheny County, as well as our Home Assessment Explorer so that residents may see how they are likely to be affected by assessments.
We still believe that Allegheny County Council should write and pass legislation mandating and overseeing this process. We remain in support of Ordinance 13892-26 mandating regular reassessments.
We also believe that Allegheny County should avail itself of the expert feedback available at upcoming conferences in the next few months like the International Association of Assessing Officers (October 13-16, Calgary), the National Tax Association (Nov 12-14, Pittsburgh), and the GIS/Valuation Technologies Conference (February 22-25, Louisville)
As the county resumes regular reassessments, we encourage them to pay close attention to land valuation, and for municipalities in Allegheny County (especially Pittsburgh) to begin transitioning onto a split rate tax.
